Find it simply by going to www.ussa.org go to the Sports heading and scroll down to Cross Country and then over to Education. While you are there check out the development section (great piece on long term athlete development out of Canada that everyone should read) and other sections such as advancement which has info on team selection criteria. It is very important that you know how to make the teams you want to make.
I highly recommend checking out the News heading as well scroll down to Cross Country and click it. This will have updated info on Super Tour ranking as well as updates on races info, etc.
Educate yourself.
